Kazakhstan and Uzbekistan Want Opposite Cars. Here Is Why.

Two Central Asian neighbours, two opposite shortlists. Kazakhstan's petrol market still clears Japanese and German units; Uzbekistan's duty schedule makes electric the only lane. How we split one stock list into two for Almaty and Tashkent dealers.

The mistake we made first

For most of last year we sent Central Asian dealers one list. Almaty and Tashkent are an hour’s flight apart, both Russian-speaking markets, both buying from China. One list seemed obvious.

The replies told us otherwise. Almaty dealers asked about the Camry and the Qashqai. Tashkent dealers asked only about BYD and Leapmotor. Same list, two completely different conversations.

Kazakhstan: petrol still clears

Kazakhstan’s duty on imported petrol cars is high but survivable, and its buyers still trust what they know: Toyota, Nissan, Volkswagen, BMW. A three-year-old Camry with 60,000 km at $16,000 EXW lands at a price a Almaty dealer can sell. Electric is growing, but the charging network outside Almaty and Astana is thin, and buyers say so.

What we shortlist for Almaty:

  • Toyota Camry, RAV4, Land Cruiser Prado, 2020 to 2023
  • Nissan Qashqai and X-Trail
  • Volkswagen Tiguan and Magotan
  • BMW 3 and 5 Series, low mileage
  • A few BYD plug-in hybrids for the buyer who wants lower fuel bills without a charger

Uzbekistan: the schedule picks electric

Uzbekistan taxes petrol imports at a rate brokers report between 120 and 150 percent of value. Electric enters without duty or excise. The same $14,000 car lands at roughly $14,000 as an EV and at $31,000 to $35,000 as petrol. There is no petrol shortlist for Tashkent because there is no petrol margin.

What we shortlist for Tashkent:

  • BYD Qin Plus EV, Yuan Plus, Seal, Dolphin
  • Leapmotor C01 and B01
  • Tesla Model 3 and Model Y, China-built
  • Geely Geometry where the price fits

One rule for both

Whatever the powertrain, the report decides the sale. Petrol units get the inspection report with paint thickness and structural check. Electric units get that plus the battery state of health read from the BMS, cell balance and fault codes, dated and with the VIN on every page, before any deposit.

Three checks before quoting either market

  1. Confirm this quarter’s duty rate with your broker. Both countries adjust.
  2. Quote landed, not EXW.
  3. For Uzbekistan, put the charger port type on the proforma. GB/T versus CCS decides whether the car is usable on arrival.
